The Implementation of Community-Based Development in The Planning of Banyuanyar Fisherman Village.

ABSTRACT
Banyuanyar fisherman village is a fishermen area that has marine and fishery characteristics. This area is one of the largest fish producer area in Sampang district. However, this strength is not able to give welfare for its citizens who have social and environmental issues. The purpose of the study is to identify the physical characteristics (general physical conditions, land use patterns, physical conditions of settlement, theassessment of environmental facilities and infrastructure) and non-physical (demography, economic activities, and social traditions), and evaluate the form and level of community participation in the process of the region planning and provide programs and projects priority direction in poverty alleviation and environmental planning. The method used in this study is descriptive and participatory methods to identify physical and non physical characters by formulating the models of community-based development that is based on community participatory development process through the process activity socialization, community preparedness meeting, focus group discussions and participatory rural appraisal . In the second stage, the analysis concern more to evaluative descriptive and action research, that is by evaluating the level and form of community participation, and also the implementation of metaplan. The result of the study shows that the level of community participation is 33.7%, while the priority programs and projects regarded most important are the development of the supporting pier, off fishing skills training, the improvement of settlement infrastructure and optimizing the performance of minajaya cooperation.
